چکیده

Time-based metering is an efficient air traffic management alternative to the more common practice of distance-based metering (or “miles-in-trail spacing”). Despite having demonstrated significant operational benefit to airspace users and service providers, time-based metering is used in the United States for arrivals to just nine airports and is not used at all for non-arrival traffic flows. The Multi-Center Traffic Management Advisor promises to bring timebased metering into the mainstream of air traffic management techniques. Not constrained to operate solely on arrival traffic, Multi-Center Traffic Management Advisor is flexible enough to work in highly congested or heavily partitioned airspace for any and all traffic flows in a region. This broader and more general application of time-based metering is expected to bring the operational benefits of timebased metering to a much wider pool of beneficiaries than is possible with existing technology. It also promises to facilitate more collaborative traffic management on a regional basis. This paper focuses on the operational concept of the Multi-Center Traffic Management Advisor, touching also on its system architecture, and prospects for near-term deployment to the United States’ National Airspace System.

Multi-Center Traffic Management Advisor: Operational Test Results

The Multi-Center Traffic Management Advisor (McTMA) is a research prototype system which seeks to bring time-based metering into the mainstream of air traffic control (ATC) operations. Time-based metering is an efficient alternative to traditional air traffic management techniques such as distance-based spacing (miles-in-trail spacing) and managed arrival reservoirs (airborne holding). While ti...

Design and Development of the En Route Descent Advisor (EDA) for Conflict-Free Arrival Metering

This paper describes the fundamental design and development of a new decision-support tool for time-based arrival metering, referred to as the En Route Descent Advisor (EDA). This automation is being developed at NASA Ames Research Center as a component of the Center-TRACON Automation System (CTAS). EDA computes advisories for the air-traffic controller to help deliver aircraft to an arrival-me...

Field Evaluation of Descent Advisor Trajectory Prediction Accuracy

The Descent Advisor (DA) automation tool has undergone a series of field tests at the Denver Air Route Traffic Control Center to study the feasibility of DAbased clearances and procedures. The latest evaluation, conducted in the fall of 1995, expanded the operational nature of DA testing to include a wider variety of test conditions. A total of 197 commercial flights from three airlines partici...

Comparing Methods of Ramp Metering for On-Ramps to Improve the Operational Conditions at Peak Hours

This paper aims to evaluate and compare the effects of different methods of ramp metering on the operational conditions of traffic flow at three levels: the network level (including the freeway and its connected ramps), the entrance ramp, and the upstream segment of the entrance. To achieve this aim, one of the most important urban freeways in the metropolis of Isfahan was selected. The traffic...

En Route Descent Advisor Concept for Arrival Metering

The En-route Descent Advisor (EDA) is a set of decision support tool (DST) capabilities for managing complex en route traffic subject to metering restrictions. The goal is to enable controller procedures to evolve from today’s emphasis on sector management towards procedures more oriented towards trajectory management. EDA will help controllers transition traffic from a “Free Flight” (minimally...
